Baltimore Sgt. Dragged By Car Faces Long Road To Recovery: Department

The Baltimore police sergeant dragged for two blocks by a violent repeat offender remains hospitalized, his department said Thursday, July 7.

Sgt. Kenneth Ramberg was "on the mend" and receiving physical therapy, and while he has a good prognosis, he faces a long road to recovery, Baltimore City Fraternal Order of Police President Mike Mancuso said.

Had Joseph Black not been granted parole for one of his 20 arrests, Ramberg would not be in this situation.

"There is no reason why someone with multiple arrests for second-degree attempted murder, and almost 20 charges in connection to violent crimes was even granted parole", said Mayor Brandon Scott said. "There's no excuse for that".

Ramberg was conducting a traffic stop on the notoriously dangerous 5200 block of Park Heights Avenue after Joseph Daniel Black, 36, committed a traffic violation, around 8 p.m., Tuesday, June 28, according to Baltimore officials.

When Ramberg approached the car, he noticed that Black was armed and told him to get out. When Black did not comply, the sergeant tried to physically remove the suspect, who then accelerated his car, dragging the 27-year police veteran down the street.

Ramberg's wife, Luana, told FOX45 he underwent surgery to fix a dislocated foot, and is facing problems "every other day."

In 2006, Black was sentenced to five years with four years suspended for an armed robbery, the outlet said. In 2012, he pleaded guilty to second-degree assault and handgun charges and got a suspended sentenced again.

In 2019, Black was involved in a shootout that resulted from a dispute over a woman, leading to his arrest, FOX says. It wasn't even two months before he was charged with the same thing, according to Fox. He was in prison for 19 months last year for separate gun arrests.
